Until 1991, Russia had known only autocracy or tyranny since its origins in the eighth century. After hundreds of years of czarist rule, the Russian empire collapsed and was replaced by the Communist Soviet Union. After the breakup of the USSR in 1991, Russia was forced to contend with ethnic minorities clamoring for independence.

Under Communism, the Christian Church suffered perhaps the worst persecution the world has seen in recent history. Religious freedom is now constitutionally guaranteed, but the unreached are numerous.
